  3. Low Performance & Low Potential: Employees who are not performing well and may not have the potential to grow further (e.g. a customer service representative with poor communication skills)
  4. Low Performance & High Potential: Employees who are not performing well but have the potential to grow further (e.g. a customer service representative with good communication skills but lacks experience)
