The top left quadrant represents capabilities that are aligned with the value stream and are being used to create value. The top right quadrant represents capabilities that are not aligned with the value stream and are not being used to create value. The bottom left quadrant represents capabilities that are aligned with the value stream but are not being used to create value. Finally, the bottom right quadrant represents capabilities that are not aligned with the value stream but are being used to create value.
